Minutes of the Meeting of the Board of Directors
Monday, August 22, 2005

Board Members Present: Chuck Nahn,
Mandla Tshabalala, Dave Kalshoven and Dave Halberslaben.
Board Members Absent: None
Other Association Members Present: A
substantial number of Northlake Neighborhood Association general members.
Nahn called the meeting to order at 6:30 p.m.
Review and approval of June 2005 minutes – the minutes were unanimously
approved
Old Business
Fence issue:
Results of the recent survey regarding installation of fences on any lot in Northlake
Neighborhood were as follows:
- Those who preferred that the current covenant be left as is -- 60 responses
- Those who preferred that installation of fences be absolutely prohibited -- 46
- Those who preferred that fences be permitted only under special circumstances
with written approval by the NNA BOD -- 35
- Those who did not indicate any preference -- 2
New Business
Open Forum -- Enforcement of the Covenants:
There was a lengthy discussion about enforcement of the NNA Covenants. Most of the
members in attendance expressed concern that the ACC and the Board were not
sufficiently diligent in enforcing the provisions of the Covenants. There was an
especially strong sentiment expressed against the impending construction of a swimming
pool and installation of a fence at 4239 Savannah Ct. Members questioned the authority
of the ACC to grant approval for such a major project without input from members of
the NNA, including those members whose properties are in the immediate vicinity of
the pool/fence construction project. The discussion resulted in the following two
motions:
- That the NNA BOD shall approach the attorney (who normally handles NNA BOD legal
matters) to discuss options to delay construction of a pool/fence at 4239 Savannah
Court pending further NNA review. (Moved by Nahn and seconded by Halberslaben, and
unanimously approved)
- That if after discussion with the attorney the NNA BOD identifies feasible
alternatives to delay said construction, that the NNA BOD execute such action
within 48 hours from the date of the attorney’s response. (Moved by Nahn and
seconded by Kalshoven, and unanimously approved).
Trail issue:
Responding to a question on the status of the grant for installing trails in the
neighborhood, Nahn reported that he did not think that we would get the grant, and so
the issue is dead for now.
Resignations:
The NNA BOD accepted the following resignations from the NNA-BOD, effective August 12,
2005:
- Annette Plante-Hogoboom
- Ken Player
NNA BOD officers:
The following Directors were elected to serve as officers:
- Chuck Nahn – President
- Dave Halberslaben – Vice-President
- Mandla Tshabalala – Secretary
