Minutes of the Meeting of the Board of Directors

Monday, May 16, 2005
Middleton Public Library

Board Members Present: Dave Kalshoven, Chuck Nahn, Mandla Tshabalala, Dave Halberslaben (late arrival) and Ken Player (late arrival)

Open Forum
A general discussion ensued about the trails, vegetation and waterway improvements in the Northlake Greenway with eight NorthLake residents from the Teal Court area (while waiting for a quorum). The Teal Court residents (Andy Inman, Mark Werner, Neal Sandy, Ron Sheinen) support the need for waterway improvements but do not support trails as referenced in their certified letter (safety, vagrancy, enticement concerns etc),. Nahn stated that trails can be removed from grant if we want. (if the entire neighborhood decides they don’t want them). A neighborhood meeting on June 8 has been set to discuss this matter in more detail and Board will again address this in regular June board meeting. The general consensus of the Board is to get feedback from everyone in the neighborhood on this issue before making a decision. Any improvements are at least one year away from being implemented.

Committee Reports
    Neighborhood Maintenance:
      “Dandelion” issue on front entry was discussed . Halberslaben will send in Tru-Green to take care of.

      Tree that needs replacing- Steve Basset will give us a bid.

      Leaking sprinkler head has been replaced
    Finance Committee:
      All but 18 Northlake residents have paid their annual dues. Kalshoven will re-send out bills to delinquent residents. Lawn care and maintenance has gone up 10%. Everything else is on-line with budget.
    Communications Committee:
      No word from Tanya Buchanan.
    Social Committee:
      Garage sale sign has been recovered. City of Middleton confiscated sign because it was a traffic hazard. Do not put sign in median of Allen and Century intersection in the future.
    Architectural Control:
      Additional requests have been submitted. The fence issue has been taken care by neighbor installing invisible dog fence. Still need to get neighborhood opinion on allowing fences.

New Business
    Board Vacancy
      Filling vacancy on board was discussed. Kalshoven noted that to fill vacancy will require a special meeting with 10% of the lot-owners represented according to by-laws. General discussion ensued about whether to wait until November to fill vacancy or have a special meeting. Motion was made by Player and seconded by Halberslaben to fill vacancy on June 20th meeting with announcement made on June 8th trail/vegetation meeting.
