Minutes of the Meeting of the Board of Directors

Board Members Present: Dave Halberslaben, Dave
Kalshoven, Annette Plante-Hogoboom, Mandla Tshabalala, Ken Player
Board Members Absent: Paul Leone, Chuck Nahn
Other Association Members Present: None
Plante-Hogoboom called the meeting to order at 6:40 p.m.
The minutes of the December and January meeting of the Board were approved. On
motion of Plante-Hogoboom, seconded by Kalshoven the minutes were approved.
Committee Reports
Finance Committee:
Kalshoven provided the Finance Committee Report for March 2005. 3 outstanding 2004
dues debts noted. One last attempt to collect will be made by Kalshoven. If no
response, then a certified letter shall ensue. 152 of 2005 dues received as of March.

Architectural Control:
Bob Shively named as new ACC member.

Neighborhood Maintenance:
New Business
Asphalt plant in Middleton
Suggested that Chuck Nahn gather more information on the
Plant and the environmental Safety guards they are planning and provide that information
for publication on the NL website. Player suggested, based on the information gathered,
that NL residents may want to circulate a petition insisting that the plant follow
appropriate environmental guidelines in building the plant and production.
Other Business
Fencing
Acc submitted fencing proposal to board, for review, 2 months
ago. Proposal outlined the types of fences, heights, airflow, colors, positioning,
maintenance etc… Discussion ensued questioning whether to change the covenants to
prohibit fences all together, to permit them with extenuating life circumstances or
to leave the covenants as they currently read, permitting fences with ACC approval
and within the new guidelines proposed by the ACC.
Brynna Smith and Bob and Fran Moritz were present to speak in favor of permitting
fences based on their own personal family needs.
David Shield, Andy Enhman and Jeff Peterson were present to voice their concerns
about approving fences. Primarily voicing preferences to see fences prohibited,
however, all voicing understanding that fences may need to be permitted in extenuating
circumstances.
End result: Suggestion is to investigate how we approach the neighborhood regarding
the options noted above. The understanding is that a 2/3 concensus vote of the
neighborhood is required to change the covenants.
The Board will investigate the process and re-discuss this issue at the April meeting.
Plante-Hogoboom moved to adjourn the meeting. Kalshoven seconded. The meeting was
adjourned at 8:45 p.m.
