Minutes of the Meeting of the Board of Directors

Monday, June 21, 2004
Middleton Public Library

Board Members Present: Korosec, Paul Leone, Chuck Nahn, Mandla Tshabalala, Carl Wackerle

Board Members Absent: Dave Halberslaben, Dave Kalshoven

Other Association Members Present: Jamie Buchanan, Tanya Buchanan

Wackerle called the meeting to order at 6:34 p.m.

Review and Approve May 17 Meeting Minutes
Tshabalala asked for clarification about the committee champions approving expenditures, as asked for by Kalshoven at the May meeting.

Leone moved to approve the minutes. Nahn seconded. The minutes were unanimously approved.

Wackerle asked for input regarding his suggestion to accept written committee reports at the Board meetings. All agreed to try this approach.

Penni Klein, Public Lands Manager for the City of Middleton, was introduced as a guest at the meeting. Klein began by distributing brochures regarding public lands, public lands trails and the street trees of Middleton. She then discussed the need for trails and for what these trails can be used. A diagram of trails present and proposed was displayed. This diagram can be viewed on the City web site at www.ci.middleton.wi.us.

Klein continued by discussing the possibility of connecting trails through Northlake Neighborhood green spaces with the city/county trails.

Committee Reports
    Finance Committee:
      The Finance Committee Report - Through June 21, 2004 was sent to Wackerle via email. The report was circulated among Board members and discussed. Leone moved to accept the report. Korosec seconded the motion. The Finance Committee Report was unanimously accepted.

    Architectural Control:
      Wackerle asked about the letter that was supposed to be sent from the ACC to Association members. Jamie Buchanan, the only ACC representative present at the meeting, was unaware of the status of the letter.

      Discussion ensued regarding the enforcement of the Covenants. Tshabalala talked about the possibility of changing the ByLaws.

      Buchanan distributed Northlake Neighborhood ACC - Summary. Discussion ensued.

      Tanya Buchanan suggested using the previous letter sent out by the ACC as a template for a new letter if one is to be sent out.

    Safety Committee:
      Nahn reported that he had left a message with the Middleton Police Department asking for a representative to be present at the Fourth of July picnic. Nahn also reported that he left a message for Barry Reynolds regarding whom, from the Police Department, could serve as a liaison with the neighborhood. The individual who had previously served in this capacity has left the Department.

    Neighborhood Maintenance:
      Nahn reported on the Teal Court improvement project. He indicated that additional improvements would be considered.

      Lawn mowing concerns were discussed. Leone will contact Four Leaf to convey the concerns.

    Communications Committee:
      Tanya Buchanan provided Korosec with a written copy of Communications Committee Update - as of June 21, 2004. The document noted that the web site received 3,994 hits in April, 3,695 in May and 2,246 hits to date in June. There were no neighborhood emails sent and no requests made of the Newscasters since the last Board meeting. An email was sent to all members of the Communication Committee asking for assistance with various tasks.
Other Business
Steve Leo reported that an annexation proposal had been submitted for the Highlands of Bishops Bay development. He encouraged representation by Northlake Neighborhood Association members at committee meetings to voice concerns about the annexation.

Leone moved to adjourn the meeting. Wackerle seconded. The meeting was adjourned at 8:52 p.m.
