Architectural Control Committee Introduction
Letter - March 2003
Dear Northlake Neighborhood Association Member:
In November 2002, Association members elected the Northlake Neighborhood
Association Board of Directors. One of the initial official duties
of the Board of Directors was the appointment of new members of
the Architectural Control Committee (ACC). The Northlake developer,
Dave Roark, previously served in this capacity for the Association.
The ACC is currently comprised of three members: Dave Halberslaben,
Jamie Buchanan and David Holman. The ACC is appointed for a one-year
term.
The primary purpose of the ACC is to enforce the Declaration of
Covenants, Restrictions and Conditions for the Northlake Neighborhood.
Its mission is to help ensure that the subdivision remain an attractive
community; to preserve and maintain the natural beauty of the subdivision;
and, to ensure the most appropriate development and improvement
of each lot, including the construction of attractive and harmonious
residential structures.
Article III of the Covenants outlines the responsibilities of the
ACC. Chief among these is that: "All proposed alterations in the
exterior appearance of any buildings erected or placed on any lot,
including, but not limited to, exterior remodeling and the construction
of patios, decks and swimming pools shall be approved prior to construction,
in writing, by theCC." Submissions for approval must be accompanied
by a completed Architectural
Review Sheet and a copy of the plans for alteration. The ACC
shall approve or disapprove all submissions within 30 days of their
receipt. After 30 days, if the ACC fails to provide its written
decision, approval shall be deemed to have been given.
As many of you are undoubtedly aware, the neighborhood covenants
are quite detailed and lengthy. Nonetheless, we would encourage
you to become familiar with the nature and scope of the neighborhood
requirements. Beyond the more formal requirements that related to
your home's original constructions, some of the more common additional
requirements subject to ACC review are: fencing, mailboxes, post
lights, storage sheds, TV antennas/satellite dishes, landscaping,
basketball hoops and play structures. (For a description of how

Certain projects have been reviewed and approved by the previous
ACC. Other projects have been completed without ACC review. If you
have made alterations to your property that are controlled by the
covenants, and you would like formal ACC review to ensure compliance,
we would welcome you to submit an Architectural Review Sheet to
the ACC. Likewise, if your future property plans include items controlled
under the terms of the covenants, please submit an
Architectural Review Sheet and a copy of
your project plans sufficiently in advance to allow for ACC review.
The ACC will strive to provide consistency in its review process.
Our goal is to ensure compliance and equity in the implementation
and enforcement of the covenants. Maintaining the property values
within the Northlake Neighborhood should be a goal of all Association
